Selective Service withdraws proposed rules for “automatic” draft registration

On July 23, 2026, the Selective Service System (SSS) withdrew the proposed rules for “automatic” registration of young men for a military draft that it submitted to the White House for review on March 30th. The White House had held the proposal for almost four months without acting on it.

This is a small step in a complex “rulemaking” process, but an unusual one, especially when the proposed rules are required to be put into place by a fast-approaching deadline fixed by law. The withdrawal is a sign that the White House has recognized that moving toward a draft will be politically costly. Opponents of the draft should be encouraged and empowered: the White House and the SSS have stopped the clock on their countdown to the launch of “automatic” draft registration.

Background

Congress approved a provision in the 2026 National Defense Authorization Act that will authorize obtaining information from other federal databases to automatically and involuntarily register men with the Selective Service System, to take effect at the end of 2026. The White House has stated they won’t rule out a draft for a ground war in Iran.

War Resisters League is among a diverse coalition of organizations opposing registration of individuals for a military draft. The statement explains:

While there currently is no active military draft, the SSS is tasked with maintaining the mechanism for one if it is authorized by Congress. Given threats and actions by the Trump administration to intervene militarily in an increasing number of places around the world, it is concerning that, at this time, steps are now being taken to grow the number of people who could be facing the threat of a future draft.

While opposition to the automatic draft registration has been successful, we must keep pressing to end registration for the draft and the Selective Service System.
